License boundary LIVE_DEVICE requires a tenant license key and HMAC-SHA256 signed packets. The public package does not include tenant keys.
Commercial evaluation position HRC v0.3.1 is a production-integration-ready evaluation SDK package, not a final embedded production binary or medical performance claim package. 
Recommended partner flow:
1. Download evaluation kit
2. Review API and adapter contracts
3. Obtain tenant license key separately
4. Start LIVE_DEVICE session
5. Submit signed packet
6. Inspect actuation_policy and evidence_hash
7. Retrieve manifest / verify / bundle
